TPO Membrane Performance: Reassessment and Maintenance Options

From 2000 to 2011, WSRCA conducted a comprehensive TPO weathering study to evaluate membrane aging across various climate zones. Published on June 2, 2011, the findings indicated an overall acceptable 10-year performance, though some minor concerns were noted. With the passage of time, it is now appropriate to reassess TPO membrane performance through recent in-place studies and further analyze how these products age in different climates. Laboratory testing of extracted samples provides insight into changes in membrane properties over time. 

This presentation explores the key chemical differences between TPO and other thermoplastic compounds, emphasizing how these distinctions influence the aging process. It also reviews laboratory test data from aged TPO membrane samples collected in Northern California and Phoenix, Arizona, highlighting observed changes such as loss of ductility and, in some cases, membrane crazing, cracking, and thickness reduction. 

Finally, the presentation summarizes a recent WSRCA study on the application of silicone coatings over aged TPO membranes. The study evaluated the adhesion and performance of various silicone products applied to aged TPO membranes before and after conditioning in an accelerated weathering chamber. The findings demonstrate both the benefits and limitations of silicone coatings as a maintenance solution to extend the service life of existing TPO roofing systems.

Massive Leaks – Tips Gleaned from a Case Defending a Roof Contractor Where Others Prepared

Intense rain near the end of a reroof project produced massive leaks in beach front hotel. Property insurance investigators confirmed very intense rainfall rates and concluded the leaks were the result of improper temporary protections applied to incomplete flashing details. The insurance company settled with the owner and obtained “subrogation” rights. The expert for the roof contractor defendant (speaker) stated that the cause of massive leaks was not improper temporary protections, but a “beyond-code” rainfall, undersized existing and hidden roof drainage system, and delays caused by roof designer’s lack of direction about raising and flashing very low equipment platforms. A settlement resulted in a modest payout from the roof contractor’s insurance carriers and several insights for roof professionals.

Delivering high-performance, long-lasting low-slope membrane roof systems requires more than just quality materials—it demands technical expertise, strategic collaboration, and a deep understanding of best practices. This session provides actionable strategies to improve long-term performance, minimize risk, and position contractors as industry leaders. A strong working relationship between the roof system designer, contractor, and manufacturer is critical to ensuring that roof systems meet performance expectations, comply with industry standards, and deliver long-term value to building owners. Attendees will learn how to verify manufacturer testing, including RoofNav compliance (if applicable), fire classification (UL 790, ASTM E108), and uplift pressure resistance (FM 4474, UL 580, UL 1897). The session will explore optimizing mechanically fastened, adhered, and ballasted roof designs with a focus on material selection, warranty considerations, and installation best practices. Wind speed warranty limitations—often a critical factor in project specifications—will also be addressed, including strategies to obtain higher-than-standard windstorm limits beyond 55 MPH. Beyond installation, contractors and consultants must navigate their shared responsibilities in quality control and assurance. This session will highlight the role of third-party inspections (BECx and peer review), manufacturer and consultant evaluations, leak detection technologies, and preventive maintenance to enhance roof longevity and client satisfaction. Roofing contractors who develop expertise in technical issues and high-performance roof systems position themselves as trusted advisors, allowing them to command higher prices, secure repeat business, and differentiate their services in a competitive market. Attendees will leave with practical solutions to strengthen client relationships, ensure compliance, and enhance their competitive edge in the marketplace.

Above-Sheathing Ventilation in Steep-Sloped Roof Systems: A Key to Enhancing Energy Efficiency and Durability

This presentation will focus on the additional energy efficient factors to enhance the energy efficiency of a cool roof system beyond reflective properties measured and listed by the Cool Roof Rating Council and the significance of above-sheathing ventilation (ASV) in enhancing energy efficiency and durability. The primary issue addressed will be the potential benefits of above-sheathing ventilation in buildings and the challenges of implementing ASV into codes and building programs. Original research findings and insights derived from firsthand experiences in the field will be discussed. My Employees are Legal! An Overview of the Form I-9 Process from Hiring Through ICE Audit

The U.S. Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE) place a strong emphasis on employer compliance with employment eligibility verification regulations, and this emphasis is likely to increase significantly in the upcoming Trump administration. Most employers are expecting a dramatic increase in worksite enforcement, including potential surprise raids of companies suspected of hiring undocumented workers – particularly in the construction industry. This expectation is based on comments by Trump “border czar” pick, Tom Homan. In the first Trump administration, I-9 audits surged four-fold from the 2017-2018 fiscal year, ultimately reaching 6,450 audits in 2019. Penalties range up to $2,789 for paperwork violations and up to $27,894 per unauthorized immigrant worker who was knowingly employed. With increasing audits and penalties, the stakes for non-compliance have never been higher. This seminar will discuss proper completion of the Form I-9. We will cover frequently asked questions about Form I-9 issues and discuss how to properly conduct a Form I-9 audit, including record retention rules and how to properly correct Form I-9 errors when discovered. The session will conclude with a walk-through of a formal ICE audit, including calculation of penalties for Form I-9 errors.

Legislative Luncheon with Keynote Speakers: Craig Brightup, WSRCA Political Correspondent and McKay Daniels – NRCA 

Presented by: National Roofing Contractors Association 

Craig Brightup is Chief Executive Officer of The Brightup Group LLC and serves as the WSRCA Political Correspondent. Previously, he was Vice President of Government Relations for the National Roofing Contractors Association (NRCA), having opened the Chicago-based NRCA’s Capitol Hill office in 1990. His program covered all federal issues for the $30 billion commercial and residential roofing industry, with an agenda including labor relations, worker safety, health care, energy, environment, transportation, insurance, procurement, regulatory reform, taxes and immigration.  

McKay Daniels started as NRCA’s CEO in June 2022. He previously served as NRCA’s chief operations officer from 2018-22 and came to NRCA with more than 20 years of experience in nonprofits, government and the private sector. McKay has held a variety of leadership and consulting positions throughout his career, including executive director of statewide political organizations in California and Nevada, working for two U.S. senators, and other state and federal elected officials. Immediately prior to joining NRCA, McKay was chief of staff for two members of Congress.

Kris Hitesman President, Capitol Roofing – Kris Hitesman has roofing in her blood. Growing up in Utah, she was just eight years old when her father launched Capitol Roofing Service in 1979, continuing the family tradition started by his own father. From lunch breaks spent at job sites to afternoons in the office, Kris was immersed in the business from a young age. By the time she was 15, she officially joined the team, where she began honing her skills and learning the ropes. After completing her formal education, Kris delved into the world of roofing, customer service, and business management—all while working alongside her father. It was also at Capitol Roofing where she met her husband, Paul, further intertwining her personal and professional life. Today, their three daughters are also part of the company, making Capitol a true family affair. In 2012, Kris took the reins from her father, Brent Zimmerman, guiding Capitol Roofing into a new era. Glen Clapper has 35 plus years’ experience in the design and construction industry and holds a Bachelor of Science and Master’s degree in architecture and is a Registered Architect and a LEED AP. He began his career working for a small architectural firm and during his summer breaks while attending college he worked in residential construction as a carpenter, roofer and mason laborer. After college he worked at a national engineering and architectural firm specializing in the investigation and repair of the building envelope. In 2001, he became the Architectural Services Manager for the Southeast region of the Brick Industry Association where he represented the industry at local building codes and ASTM, in addition to responding to requests for information and performing project investigations. Clapper represents NRCA at ASHRAE 90.1 and 189.1, ASTM D08, C16, E06, and E60, ICC, and USGBC. He is also a member of AIA, ASHRAE, ASTM, ICC, RCI and USGBC.
